The Recovery and Reinvestment Act of 2009

Having heard so much about the American Recovery and Reinvestment Act of 2009 (H.R. 1), I decided to go online (www.recovery.gov) and take a look at it for myself. I went through all 407 pages looking for the words like preservation and construction – any information that might be of interest to architects, designers, builders, contractors and others in the building industry.

Here’s some of the information that I found, with the preservation information listed first, followed by other more general construction notes. I have included a few web site addresses for further information. I hope this is useful. Please feel free to make suggestions and comments.

$5,550,000,000, of which not less than $750 million shall be available for Federal buildings and United States courthouses, not less than $300,000,000 shall be available for border stations and land ports of entry, and not less than $4,500,000,000 shall be available for measures necessary to convert GSA facilities to High-Performance Green Buildings. – General Service Administration, Federal Buildings Fund -- www.gsa.gov/recovery

$180 million, military construction, Air Force, to carry out planning and design and military construction projects in the United States not otherwise authorized by law: Provided further, That of the amount provided under this heading, $100,000,000 shall be for troop housing and $80,000,000 shall be for child development centers.

$1.45 billion, military construction, Defense-wide, expended to carry out planning and design and military construction projects in the United States not otherwise authorized by law: Provided further, That of the amount provided under this heading, $1,330,000,000 shall be for the construction of hospitals and $120,000,000 shall be for the Energy Conservation Investment Program.

$50 million, military construction, National Guard, to carry out planning and design and military construction projects in the United States not otherwise authorized by law.

$1 billion for medical facilities maintenance, including energy projects. – Department of Veterans Affairs

$2.5 billion to be used for: (1) $500,000,000 shall be for grants to health centers authorized under section 330 of the Public Health Service Act (‘‘PHS Act’’); (2) $1,500,000,000 shall be available for grants for construction, renovation and equipment, and for the acquisition of health information technology systems, for health centers including health center controlled networks receiving operating grants under section 330 of the PHS Act. – Department of Health and Human Services, Health Resources and Services Administration, Health Resources and Services.

Also interesting:
LIMIT ON FUNDS -- SEC. 1604. None of the funds appropriated or otherwise made available in this Act may be used by any State or local government, or any private entity, for any casino or other gambling establishment, aquarium, zoo, golf course, or swimming pool.

SEC. 1605. USE OF AMERICAN IRON, STEEL, AND MANUFACTURED
GOODS. (a) None of the funds appropriated or otherwise made available by this Act may be used for a project for the construction, alteration, maintenance, or repair of a public building or public work unless all of the iron, steel, and manufactured goods used in the project are produced in the United States.

Hi Jim,
We would certainly be interested in how our company could benefit and also be of help in the economic recovery arena.
We currently operate as two companies, Wanamaker Restoration specializing in the restoration and preservation of architecture, and Champlain Valley Millworks a showroom and distributor of Green Mountain Windows & Doors. Although our expertise currently runs the gamut of preservation we spend much of our time maintaining and restoring historic doors and windows on a variety of projects.

Historic Bridges

Dear Traditional Building,

During the month of December 2008, I attempted to rally "Pontists" (historic bridge advocates) to let President-elect Obama know about successful HB rehabilitations projects in hopes of getting "rivet ready" stimulus funding for HBs. The only HB to get stimulus funding that I'm aware of, and I haven't received a definitive answer back from contacts in Washington State, is the Murray Morgan Bridge in Tacoma, http://blogs.thenewstribune.com/politics/2008/12/11/tacoma_wants_to_start_murray_morgan_brid, http://en.wikipedia.org/wiki/Murray_Morgan_Bridge
The last I heard was that rehabilitation wasn't started.

I'm not aware of any other HB that received stimulous funding, but would certainly like to know.
